It was raining last week and the performance was compromised. But on any normal day, it cools the air by around 20 degrees from what I feel and I love it. In my humble opinion they should make it use two USB ports to make it stronger. A LOT of people on these reviews have claimed to get "refunds" or "replacements" but the dishonest thing about this company is that they turn around and sell those returns to new customers at FULL RETAIL PRICE.
Although I have finally received the product and the seller has apologized, I would still hesitate to purchase from this seller again especially if you need something in a timely manner. Fan suddenly slows down or stops completely with no warning. If you're going to be out and using it consistently all day, load up with new batteries in the morning and take an extra set. I like this so much that I decided to order a replacement sponge (the one that comes with it advertised to last about a year).
With the heat the sponge dries in less than an hour. So we added a frozen water bottle on top of the sponge that constantly wets the sponge and it melts and gives off really cold air from the melting bottle. This is a really good product, and it was a pity that it wasn't well executed but I think the company has got it sorted out now. I have no complaints now and I love this product when it really helps on those hot days.
However, it's certainly not as cool as your car's air-conditioner. One way to make the air a little cooler is to store the refill water bottles in the refrigerator.

The KuulAire, used specifically to cool my office, in conjunction with the central air conditioning system working to cool the house, works as well as any window-unit room air conditioner works. This really cools you down. It's actually worth the price, I think. This is what you call a personal fan. It's small and portable with strong cooling capabilities.

We had to go out of town unexpectedly last week and with temperatures in the high nineties, we thought it would be a great time to utilize this gift to ensure our daughter's comfort. The unit has a sponge-material filter (which you need to wet) and after turning it on, it pulls air through the filter, cooling the air down before blowing it at you. It's a really cool concept. The guys who've seen it all want one, but nobody is going to steal something in pink. Honestly, I wish it were less expensive, but the build quality is solid enough that I think it'll survive until I get back, and that's really all that counts. But with the ingenious design that drags hot air through the wet cooling filter, it does a surprisingly good job. I bought the adaptor so I could plug it into the wall and this gives it even more power which is great.
